The theme of “measure” in this new urban space is the basis for the intermediate location of the new building in the current car park space. This choice stems from two important observations. The first is to be able to dialogue directly with the church and  its current volume, which must necessarily be taken into account as a limit and definition in the design of the New Square and Town Hall. The second aspect concerns the possibility, even with the modest resources available, of creating architectural continuity from Via Matteotti to the new Town Hall building  through the construction of a new portico. The chioce of the portico has two reasons: it creates a sort of filter that greatly reduces the perception of the buildings that currently surround the car park – and thus restores the architectural quality of those “enclosed” spaces, starting from the idea that there is a new measure that “circumscribes” the space of the square. Furthermore, this interpretation of the public porticoed space as a new “surrounding” of the square allows the design choices to be linked to certain architectural episodes by Alessandro Antonelli, that have marked the architectural history of the town.
On the north side of the portico, efforts were made to keep the parking system as intact as possible, reorganising it according to the new conditions, so that the final balance between the spaces currently available and the new layout proposed by the project would result in a loss of only five spaces.  Hence the idea of designing the new Square with a repeated geometry of creases, lines and fillings, compatible with the identification of 20 possible parking spaces: it is not a question of designing a car park, but of reflecting in the public space the dimensions and rhythm of the constituent elements of the new Town Hall and the surrounding environment. For this reason, the design completely isolates the council chamber, so that the administrative function, the political function, and its opening to the community (the Council)  constitute a set of separable parts, able to function at completely different times from the offices. With this solution, the Council Room can also be used for other purposes than just hosting the Municipal Council. Thus, we imagined placing it to the side of the main body dedicated to offices, as the centrepiece of the new Square, which, in some ways, permeates the building, thanks to the maximum transparency of the interface between the square and the activities taking place inside.

The design has been unveiled to the public on April 28, 2025, during a participatory design event in the Council Room. A second presentation of the executive and economical plan has taken place on June 27, 2025 in Bellinzago main square.
